Launch of the SPARK Main Roads Programme || July 2, 2026

The Shared Prosperity through Accelerated Improvement to our Road Network (SPARK) Programme was conceived as the Government of Jamaica’s flagship national road rehabilitation initiative to address decades of underinvestment, deterioration, and maintenance backlogs affecting the country’s road network. First announced in 2024, the programme represents the largest coordinated investment in local road rehabilitation in Jamaica’s history, with an overall allocation of approximately J$45 billion, including funding for road rehabilitation and supporting water infrastructure.
SPARK was designed as a comprehensive programme covering:
Community and parochial roads managed by Municipal Corporations;
Strategic main roads managed by the National Works Agency (NWA); and
Critical supporting infrastructure, including drainage, sidewalks, retaining walls, and water-main improvements.
The programme was also distinguished by an extensive community consultation process, allowing residents, councillors, Members of Parliament, engineers, and technical teams to jointly identify priority roads for rehabilitation.
Purpose of the SPARK Programme
The overarching purpose of SPARK is to restore Jamaica’s road infrastructure to a standard that supports national productivity, economic growth, public safety, and improved quality of life.
The programme seeks to move beyond temporary patching by delivering durable, engineered road rehabilitation that extends the lifespan of road assets while reducing long-term maintenance costs.
Objectives of SPARK
The SPARK Programme aims to:
Rehabilitate hundreds of priority roads across all 63 constituencies using modern engineering standards.
Upgrade strategic main roads that are critical to national mobility, commerce, tourism, agriculture, and logistics.
Improve road safety for motorists, pedestrians, and vulnerable road users through better pavement quality, drainage, sidewalks, intersections, and retaining structures.
Enhance connectivity between communities, schools, hospitals, businesses, and economic centres.
Reduce vehicle operating costs, travel times, and disruptions caused by deteriorated road conditions.
Generate employment and stimulate economic activity through large-scale infrastructure investment.
Strengthen climate resilience by improving drainage systems and incorporating more durable infrastructure capable of withstanding increasingly severe weather events.
Ensure equitable development by distributing investments across all constituencies using both equal allocation and needs-based criteria.
Transition to the Main Roads Programme
The launch of the SPARK Main Roads Programme represents the next phase of the initiative. While the initial phase concentrated primarily on community and parochial roads, this component expands rehabilitation to nationally significant arterial corridors managed by the National Works Agency. These roads are vital to the efficient movement of people, goods, emergency services, and economic activity across Jamaica, reinforcing the Government’s commitment to building infrastructure that is resilient, durable, and fit for long-term national development.
