Foreign Affairs Minister Hon. Alva Baptiste says a non-binding memorandum of understanding between Saint Lucia and the United States does not provide for the automatic transfer of third-country nationals, with Saint Lucia retaining the authority to consider each proposed transfer on a case-by-case basis.
