The cards are on the table for people caught using water for non-essential purposes while the National Water Commission’s prohibition order remains in effect.

At least one attorney says that in emergency circumstances, such as the current drought, normal expectations are overridden.

As a result, paying a water bill does not exempt customers from complying with the prohibition orders.
