Davis Unveils Three Reforms To Reshape Grand Bahama’s Future
Prime Minister Philip Davis outlined an ambitious timeline to reshape Grand Bahama’s development framework, with plans for a new development council, changes to the Hawksbill Creek Agreement and proposed legislation to create greater economic opportunities across the island.
Prime Minister Davis announced the plans as he presented “A New Framework for Grand Bahama” at the Grand Bahama Shipyard tonight. He said the government’s three proposed reforms are designed to improve coordination, modernize existing arrangements and ensure development reaches communities beyond Freeport, including East and West Grand Bahama and the surrounding cays.
The Prime Minister also said the proposed Grand Bahama Development Act would go beyond simply replacing the Hawksbill Creek Agreement, but also establish a broader framework for island-wide planning, government coordination and public accountability.
He also revealed Grand Bahamians will have six months to weigh in on the government’s proposed framework for the island’s economic future. Public consultation is scheduled to open November 1, 2026, and run through April 30, 2027.
