Stakeholders from different countries in the public private partnership expressway have discussed options of funding infrastructural projects without necessarily resorting to debt. Discussed was the delayed Kampala–Jinja express way which is considered a threat to the country’s economy. The increased traffic on account of economic growth in Uganda has led to capacity restrictions particularly between Kampala and mukono leading to congestion, delays and travel time unreliability not only on the existing high way but also on the surrounding local road network and the Kampala by pass. Because of the demand for immediate action to construct the road, public private partnership expressway have updated on how far they have gone to near its flagship
