An impasse between the Jamaica Society for the Prevention of Cruelty to Animals, contractors building the new home for the National Health Fund, and the Ministry of Agriculture and Fisheries over relocation reached a simmering point on Tuesday.
This after staff and potential clients were locked out of the space.
