Integrity Commission Rules That Dr. Andrew Wheatley Be Charged For Illicit Enrichment | TVJ News

A report by the Integrity Commission’s Director of Investigation has found that former Cabinet Minister and Member of Parliament Dr. Andrew Wheatley owned or acquired assets disproportionate to his lawful earnings and failed to provide a satisfactory explanation for how those assets were obtained.

The investigation, which examined Dr. Wheatley’s statutory declarations from 2010 to 2022, also found that he failed to fully comply with requests for information from the Commission and omitted assets and liabilities from several statutory declarations.

According to the report, Dr. Wheatley acquired or held assets estimated at approximately 164 million dollars above what investigators determined could be supported by his lawful earnings between 2013 and 2022.

The Director of Investigation also concluded that Dr. Wheatley failed to disclose at least five loans, an investment in a real estate company in which he was a director and shareholder, and details relating to multiple properties.

The report recommends that the matter be referred to the Director of Corruption Prosecution for consideration.

It also recommends referral to Tax Administration Jamaica over concerns relating to tax filings connected to Western Medical, a business owned by Dr. Wheatley, and to the Speaker of the House of Representatives.

The investigation was conducted under the Integrity Commission Act, the Corruption Prevention Act and the Parliament Integrity of Members Act.
