Chief Secretary Farley Augustine has unveiled a major strategic initiative to acquire five key estates across Tobago for public use, dismissing allegations of secret ownership while outlining a vision for economic expansion and housing. Speaking at a massive Tobago People’s Party (TPP) gathering ahead of Monday’s election, Augustine read from an official memo directing top public officials—including the Chief Administrator and Senior State Counsel—to commence assessments and negotiations.
The administration has formally instructed the « good office » of the public service to assess the Belmont Estate in Speyside for its quarry potential and infrastructure utility. Additionally, the Bishop Estate in Lambeau, specifically vacant lots near the fishing depot, is being targeted to relocate state assets currently threatened by coastal erosion.
Addressing the critical need for housing, Augustine highlighted the Waheed Estate in Summer Hill as a prime location for affordable residential initiatives. He also listed the Arnold Estate, located strategically opposite Bishop’s High School, as a key urban corridor for development.
Augustine used the formal instruction regarding the Latorre Estate to dismantle rumors suggesting he or his team already secretly owned the land. He challenged detractors to contact the executor, Mr. Graham, noting the property—comprising over 100 acres—is valued at over $100 million. « Why am I writing the Chief Administrator… to assess whether we should buy these estates? » he asked, framing the transparency of the process as a defense against corruption claims.
The Chief Secretary also pivoted to attack the opposition’s campaign tactics, warning against the use of « race politics » and « class politics. » He highlighted the presence of prominent Tobagonian families of East Indian descent in the Belle Garden/Glamorgan district—specifically naming the Rajmans, Mohammeds, and Baldios—asserting they are « part and parcel » of the island’s heritage and electorate.
Augustine affirmed that the TPP represents all social classes and races, rejecting the « dangerous » narratives being spun by opponents in the final days of the campaign.
