Joefield Unveils Major Plans for Whim

Ricky Joefield, the Tobago People’s Party (TPP) candidate for the Darrel Spring/Whim electoral district, has outlined a comprehensive development strategy for the community ahead of the Tobago House of Assembly (THA) elections scheduled for January 12, 2026. Speaking at a recent TPP meeting, Joefield detailed specific infrastructure and social support projects intended to revitalize the area and support local families.
A central pillar of the candidate’s platform is the redevelopment of the Whim Hard Court. Joefield announced plans to transform the current site into a multi-purpose facility. He emphasized that this upgrade goes beyond sports; the vision includes creating a space where residents can develop their talents and engage in entrepreneurship to generate income for their families. To ensure the facility is comfortable and accessible for all users, the redevelopment will include the installation of essential amenities, specifically toilet facilities and changing rooms.
Addressing social services, Joefield highlighted the urgent need for a government-assisted Early Childhood Care (ECC) center in the community. He noted that many residents currently struggle with the lack of local daycare options, often traveling significant distances to secure care for their children. The proposed ECC facility aims to alleviate this burden by bringing these essential services directly into the village.
Furthermore, the candidate pledged to initiate a partnership with the Anglican Board to refurbish the Whim Old School, currently occupied by the Police Youth Club. Joefield’s proposal involves repurposing the historic structure into a homework center, providing a dedicated educational environment to support the academic development of the community’s youth.
