At the recent launch of the Tobago People’s Party (TPP) Blueprint, Deputy Chief Secretary Dr. Faith Brebnor presented a comprehensive report on the administration’s performance over the last four years, highlighting a distinct shift toward modernization and social equity. Addressing the crowd, Dr. Brebnor emphasized that the government has fundamentally overhauled how it operates to better serve the island’s residents.

A major focal point of the presentation was the digital transformation of local governance. The administration has successfully introduced an e-tender mechanism and undertaken the painstaking work of digitizing personnel data into an integrated human resource system. This push for modernization included the launch of the « Safe to Bago » and « Show Me a Road Tobago » apps. Dr. Brebnor noted with candor that the « Show Me a Road » app initially crashed due to overwhelming public response—a sign, she argued, that the administration was finally listening to the urgent needs of the population.

Beyond technology, the report underscored significant gains for the island’s workforce. The administration took credit for increasing wages across the Community-Based Environmental Protection and Enhancement Programme (CPEP), the Unemployment Relief Programme (URP), and the litter eradication program. For the first time, these workers now benefit from paid sick leave and paid vacation, a move described by the Deputy Chief Secretary as a restoration of dignity and fairness.

The presentation also addressed the contentious issue of land acquisition regarding the Crown Point airport expansion. Dr. Brebnor stated that the administration intervened to reduce land costs for displaced families, ensuring they could afford to rebuild their homes. She framed this as a commitment to fairness, contrasting it with previous approaches that felt punitive to residents.
