Census started on a low note, few roadblocks in place

The National Census exercise in Kampala started on a low note last evening, with limited implementation of what the Uganda Bureau of Statistics had communicated. There were no roadblocks on the major roads out of the capital Kampala and so were the enumerators seldom seen.
