eThekwini mayor presents State of the City to empty seats

eThekwini mayor Mxolisi Kaunda has delivered the State of the City address to just a handful of councillors. The IFP and EFF councillors boycotted the event, saying they did not want to participate in a whitewashed address that ignores issues plaguing the city council.
