The Finance Bill 2024 could face legal hurdles following a petition filed by Busia senator Okiya Omtatah and a Kenyan Eliud Karanja seeking conservatory orders to bar parliament from considering the bill and suspend the ongoing public participation until the matter is heard and determined. The two are challenging that it's against the law for the finance bill to be tabled first before the appropriation bill, which could be a fraud scheme to collect unbudgeted revenue. Chief Justice Martha Koome has been asked to constitute a judge bench to look into the matter even as the finance bill continues to elicit mixed reactions.
