The RCMP has charged two men of violating international sanctions by conspiring to sell Chinese drones and other military equipment to Libya. As Mike Armstrong explains, they are both former employees of the International Civil Aviation Organization (ICAO), a United Nations (UN) agency based in Montreal. Nishan Duraiappah, the chief of Ontario's Peel Regional Police, was photographed meeting with the inspector-general of Sri Lanka's police, who was recently found to have personally participated in torture.
