Man accused of firing 30-40 shots from rooftop smiles, makes hand gestures in 1st court appearance

The man accused of carrying out a shooting rampage from the roof of a Marina del Rey apartment building over the weekend made his first court appearance Tuesday. Witnesses say 41-year-old Victoryloc Vinh Nguyen fired 30 to 40 shots into the air on Saturday night from the rooftop of the building. Sheriff's deputies say Nguyen was armed with a rifle.
